Creating Assessment Plans

After adding measure types, the system admin can then start to create assessment plans. The system administrator is responsible for all assessment plans. Only they can add new assessment plans. However, when they are creating a plan, they can add a plan owner. The plan owner will be notified by email that they have a plan allocated to them.
